River Street Reconstruction

The project includes 0.73 miles of full-depth reconstruction of River Street in Sanford, from High Street to Spartan Drive/Orlando Street.  The work represents the eastern portion of the Mousam Promenade facility, complimented by the RAISE Grant, to be a continuous 10-foot wide multi-modal path around Number One Pond

Roadway work includes:

  • New Pavement
  • Gravels
  • Multi-modal Path and Sidewalk
  • Drainage
  • Slipform Concrete Curb
  • Fencing
  • Retaining Walls
  • Signing
  • Striping and other incidental work

This project also includes lighting and landscaping work along the corridor. The project does not include work at the intersection of River Street and Cottage Street which will be completed as part of the RAISE Grant

At the December 20th Council meeting, the Council accepted a bid from Levesque Excavation of Sanford for the reconstruction of River St. in 2023. 

On May 1st, the Sanford Sewerage District started trenchless work on River Street north of Cottage Street.

Work continues May 8 – 19th with utilities closing portions of River Street near Central Furniture.  All businesses will remain open and accessible from either the north or south end of River Street.

The City’s prime contractor, Levesque Excavation, will mobilize the week of May 22nd for work near Central Furniture and Stenton Mill.  Again, all businesses will remain open and accessible from either the north or south end of River Street.  

Levesque will avoid work adjacent to Spartan Drive while school is in session. Work near the Sanford Middle School will not start until the school year ends on June 13th. 

Temporary pavement will be applied to paved areas excavated by trenched utilities to preserve the road's surface. For the duration of the project, Levesque will maintain gravel roads or portions of gravel roads.

There will be detours around the River Street project during construction. River Street will be closed to through traffic as necessary and will only allow local traffic (i.e. if you are going to a residence or business on River Street).  On-street Parking on River Street is banned for the duration of the construction project this year.  Access to all driveway entrances will be maintained for Residents. The road closures will be returned to two-way passable traffic at the end of each working day.
